Meeting was called to order at 10:15 A.M.

1. Agenda was approved.

2. Minutes of the October 24, 2002 meeting were approved after a minor typographical change.

3. The Chairperson is required to attend many other University committee meetings as a liaison for UCAP. Juli Wade has been attending some of these meetings when Bridget is unable to. Juli will be on sabbatical during the Spring semester and Bridget needs another committee member to replace Juli in this capacity.

4. There were no comments from the Assistant Provost.

5. Completion of Guidelines for Unit Change Documentation – the guidelines were revised from the draft considered at the October 24, 2002 meeting. The revision was presented by subcommittee chair Winston Wilkinson. Discussion ensued over the amount and type of documentation that should accompany a proposal for department or program request for creation or dissolution to be considered by UCAP. Changes were made to the October 31, 2002 draft document: The following sentence was added at the end of the preamble: “Written documentation (including minutes of meetings, etc.) describing how the following items have been completed should be made available upon request.” Part 2.b: “in a procedural manner” was struck and “accord with department or unit procedures” was added. In Part 4.d: “relevant” was inserted before “formal”. In Part 3.a: “also be provided to affected persons to be reviewed for accuracy before being forwarded” was replaced with “be made available to affected persons for review and comment before being forwarded to UCAP. In Part 4.a: “be prepared to” and “if requested” were stricken. In Part 5: “should be” was replaced with “that were” and “should be described” was added after “levels”. Part 7: of the draft document was changed to read as follows: “A description of how the advice given and information provided by the above recommended consultations was used or not to make the final proposal should be made available to UCAP.” With these amendments, the proposal was passed unanimously.

6. Clinical Lab Sciences GPA Requirement. This was a reconsideration of a proposal first reviewed at our September 12, 2002 meeting. UCAP considered a revised proposal. UCAP’s discussion had centered around the issue that students could be dismissed from the clinical laboratory sciences major if they earned a grade below 2.0 in any of the required major courses. The proposal was returned to the department for consideration of this issue. A presentation by Karen Hess and David Thorn of the Clinical Lab Sciences department was made. They presented a revised proposal that deleted the academic standards for progressions, including the 2.0 grade requirement as a pre-requisite for each succeeding course. In the revised proposal, the admission requirements include a minimum criterion of 2.5 or better (including courses taken at other institutions) and completion of three specific courses. As revised, the proposal was approved unanimously by UCAP.
7. George Cornell presented a preliminary subcommittee report on Grade Inflation. The committee has just begun work and will be developing additional materials for consideration at later meetings.

8. Roundtable. Discussion of the membership and progress of UCAP subcommittees; other items from various University committees that may come to UCAP were discussed.

Motion to adjourn. Meeting adjourned at 11:40 A.M.
